A concession is required to carry out port and other commercial activities and to use and build port infrastructure and superstructure. It is granted to a legal or natural person upon application or through a call for written tenders, in accordance with the Zakon o pomorskom dobru i morskim lukama (Maritime Domain and Seaports Act). As a rule, each activity is granted to a single concession holder.
